When it comes to major milestones, the People’s Republic has always set targets that it can definitely achieve – and usually exceeds. Missing growth targets would damage the reputation of the all-dominant Communist Party far more than it would damage the reputation of parties and governments in democratic states. There is much pointing to an earlier carbon peak.
