Joybrato Mukherjee, President of the German Academic Exchange Service and Rector of the University of Cologne, believes academic collaboration between China and Germany must be expanded, albeit with more careful scrutiny of content and people. The German government is cutting funding for China programs. Private foundations, which had extensive programs not long ago, have also reduced their funding. Yet, at the same time, the government’s coalition agreement and China strategy call for more China expertise. Does this fit together?
