In France, several NGOs and private individuals have announced that they will sue the state for a better climate adaptation policy. They consider the third National Climate Adaptation Plan recently presented by the government to be clearly inadequate because it does not regulate earmarked funding, set a binding legal framework or establish strict control mechanisms. The plan also contains no concrete measures for risk prevention and management and does not take social and regional inequalities into account. As a result, the fundamental rights to life, health and housing are at risk.
