Municipalities play an important role in local climate protection, but they are often unable to fulfill their legal obligation to do so due to limited financial resources. This is the result of a legal opinion by lawyer Roda Verheyen commissioned by the non-governmental organizations Germanwatch and Klima-Allianz.
