In a joint discussion paper, the two think tanks Agora Verkehrswende and Zukunft KlimaSozial propose promoting battery-powered EVs in the future so that the switch is also worthwhile for people on low and medium incomes. They advocate a two-stage process: Firstly, EVs should be brought „into the mass market“ and a subsidy based on income should be introduced. In the next step, people who are particularly affected by high CO₂ prices should receive more support. For practical implementation, the two think tanks envision „a combination of support for vehicle leasing, purchase loans and purchase subsidies, each differentiated according to vehicle price and income.“ A few days ago, Agora Verkehrswende published a paper with transport policy demands for the future German government, which addresses both social and industrial policy aspects.
