The European Court of Auditors (ECA) is calling on the Commission to improve the transparency of NGO funding. In its report, it lists numerous points of criticism. Among other things, it criticizes the fact that NGOs were encouraged to lobby EU institutions with agreements on operating grants.

In its report, the European Court of Auditors criticizes the lack of transparency in the funding of non-governmental organizations (NGOs) by the EU. There is no reliable overview of the EU funds that flow to NGOs. This is astonishing given the amount of funds that the EU pays out to NGOs. In the years 2021 to 2023 alone, the EU paid out €4.8 billion to NGOs. Added to this is a further €2.6 billion that the member states paid out to NGOs during this period.
