The Conflict Minerals Regulation is intended to ensure better conditions in the producing countries. But initial experience on the ground shows: The regulation is actually designed for large companies. Small-scale miners and cooperatives are imposed costs that they cannot afford. Instead of improved working conditions, there is smuggling and losses.
