Energy Charter: withdrawal with uncertain outcome?

The EU has been at an impasse over the Energy Charter Treaty since November. At that time, the modernization of the controversial Investor Protection Treaty was to be decided at a meeting of the ECT states. But the EU states were unable to agree on a position.
