António Costa is unable to keep one of his promises at his first spring summit: The heads of state and government should have more time for strategic discussions, the Portuguese had promised when he took office as EU Council President. In fact, the agenda is overloaded between a lunch with UN Secretary-General António Guterres and an initial debate on the Multiannual Financial Framework (MFF). The focus should actually be on Europe’s competitiveness. However, the discussion about Ukraine and the right way to provide support also overshadowed this meeting.
