The chances of a successful NATO summit on June 25 in The Hague are not bad. When the alliance’s defense ministers meet this Thursday for the final preparatory meeting, the main point of contention should have been resolved: According to diplomats, all 32 member states are behind the new five percent target, which is to be formally adopted at the summit. In the remaining three weeks until The Hague, negotiations will continue, discussing when the member states must reach the new target. It is also unclear exactly what expenditure can be counted towards the target.
