At least the 17th sanctions package could be signed off this week. According to diplomats, there is a good chance that the EU ambassadors will agree to the new listings of individuals, companies and tankers in the Russian shadow fleet. However, the rather lightweight package of new punitive measures is unlikely to be enough to force Vladimir Putin to agree to the 30-day ceasefire. German Chancellor Friedrich Merz, French President Emmanuel Macron and British Prime Minister Keir Starmer had demanded this as a prerequisite for peace negotiations during their visit to Kyiv at the weekend. On Monday, it was still unclear if the ultimatum would persuade the Kremlin to change its mind.
