The EU Commission has presented its first strategic paper on collective defense. In an interview with Nana Brink, EU Commissioner for Defense Andrius Kubilius explains why hopes should not be pinned too high and why the white paper is only a first step.

Mr. Kubilius, the EU wants to make more money available for defense, as proposed in the white paper, but has not made a clear proposal as to which projects the money should be used for. Why is that?
