Topics: At the second trilogue on the reform of European emissions trading, the first major political issues are on the agenda. Among other things, the conditions are to be discussed as well as the benchmarks under which industrial plants will continue to receive free emission allowances. Also on the agenda is the inclusion of biomass and waste recycling in emissions trading. The outstanding issues of an export scheme for the introduction of the CBAM, the general ambition level of the ETS, and the introduction of a second ETS for buildings and transport are to be at least addressed.
