US Treasury Secretary Scott Bessent and Ukrainian Deputy Prime Minister Yulia Svyrydenko signed the agreement to establish a reconstruction fund on Wednesday, April 30.

First a dispute, now a deal: The US and Ukraine have agreed on a joint reconstruction fund. Washington is apparently to receive preferential access to raw materials projects. A conflict of interest with the EU is also emerging.

As always, the devil is in the detail, and the details of the Ukraine-US reconstruction treaty are not yet unclear. However, what is known about the contract, which is due to be signed on April 30, speaks volumes for the negotiating skills of Volodymyr Zelenskiy’s government.
