The plan for a Critical Raw Materials Club, through which the EU aims to diversify procurement opportunities for critical raw materials, is a promising model for successful commodity diplomacy, according to a new research paper from the Jacques Delors Centre. However, for this to happen, the EU would need to provide credible initial funding at the club’s inception and streamline its fragmented development finance model, it says.
