The expansion of photovoltaic systems is the focus of Solar Package I, for which state aid approval is still pending ten months after it came into force.

The three MEPs Norbert Lins (CDU), Christian Ehler (CDU) and Markus Ferber (CSU) blame Minister for Economic Affairs Robert Habeck (Greens) for delays in the approval of the Solar Package I under state aid law. The German government had already been aware of the obligation to include a clawback clause in the Renewable Energy Sources Act since the EU state aid decision of Dec. 16, 2022. This is evident from the response from Commission President Ursula von der Leyen to a letter on the matter initiated by Norbert Lins, which is available to Table.Briefings.
