The Commission has provisionally found TikTok’s ad archive to breach the Digital Services Act.

The Commission accuses TikTok of violating key transparency obligations under the Digital Services Act (DSA). According to the Commission, the platform operates an inadequate ad archive: TikTok does not reliably disclose who pays for the advertising, which target groups are addressed, or the exact content of the ads. Users and researchers are also unable to search the advertising library specifically, for example, by topic, sender, or target group.
