In the course of its enlargement from six to 27 member states, the EU has become increasingly heterogeneous in economic, cultural, social and political terms. If this results in such different interests that it is no longer possible to reach a consensus on necessary measures and reforms within the framework of European policies, then the EU’s ability to act suffers. Its legitimacy dwindles and it becomes overstretched, threatening its very existence.
