Pre-COP in Abu Dhabi: The German government again refuses to sign a declaration by the High Ambition Coalition, although it aligns with most of its goals. A divide between countries with and without fossil interests also emerges among the frontrunners.

One month before the start of COP28, Germany diplomatically weakened the international High Ambition Coalition (HAC) for serious climate efforts. For the second time within a short time, the German government refused to sign a Ministerial Statement of the HAC. Among other things, the declaration calls for a rapid fossil fuel phase-out, tripling renewables expansion and ending fossil fuel subsidies and funding of fossil fuel projects.
