This is one of the key questions for the spring meeting of the World Bank Group (WBG) and the International Monetary Fund (IMF) this week in Washington. It is clear that the transformation has begun, but is still in its infancy. While World Bank CEO Ajay Banga emphasizes how much has already been achieved, critics complain that the reforms are too slow and not far-reaching enough.
