Trilogue agreement on effort sharing: higher targets, but no access to courts

While there is much talk at COP27 in Sharm el-Sheikh about how climate targets will be implemented in national legislation, Brussels has taken a decisive step in this direction. In the trilogue negotiations between the EU Commission, Parliament and the Council, an agreement on the Effort Sharing Regulation (ESR) was reached last night. The legislative proposal is part of the Fit for 55 package and an important building block for implementing the EU climate target of 55 percent CO2 reduction by 2030 compared to 1990.
