Car action plan: manufacturers get more time to meet strict climate targets

Ursula von der Leyen makes concessions to car manufacturers regarding the impending fines for 2025. Although the strict carbon fleet limits will remain in place between 2025 and 2030, manufacturers will not have to comply with them this year. However, the bottom line is that they must deliver: If manufacturers such as VW or Mercedes fail to meet their fleet limits this year, they will have to do even better in 2026 and 2027. Otherwise, fines of around €95 per vehicle produced will be due each year. From 2028, there will be no more pardon. The Commission intends to present this proposal based on the „banking and borrowing“ principle this month.
