Viktor Orbán was isolated at the EU special summit on the issue of future support for Ukraine. 26 heads of state and government and EU Council President António Costa published the part of the conclusions on Ukraine without Hungary’s head of government in the evening. They thus demonstratively backed Volodymyr Zelenskiy, who was present as a guest at the beginning of the summit. In the text, the European partners reaffirm that there can be no solution without Ukraine. The sovereignty and territorial integrity of the country must also be guaranteed. Zelenskiy himself said that as a first step, Russia should commit to stopping air strikes and military naval operations. This was to show that Putin was serious about ending the war.

The goal was peace through strength,“ the 26 heads of state and government emphasized in their text. Reference is made to the approximately EUR 30 billion that will benefit Ukraine this year, in particular from windfall profits on Russian central bank funds. However, Zelenskiy was unable to take home any new commitments to compensate for the loss of US aid, for example. The Council is only being asked to press ahead with work on Kaja Kallas’s support package.
