The EU Commission has only partially responded to this if you read the latest draft of the Delegated Act, which defines how low-carbon hydrogen may be produced. It is based primarily on the two energy sources that are currently very popular in Paris and Berlin: Nuclear energy and natural gas with carbon capture.
