But two weeks before the meeting of heads of state and government in Brussels, Council President Charles Michel is struggling with unexpected problems. Hungary’s head of government Viktor Orbán is threatening to veto new financial aid for Ukraine. He also wants to speak out against the opening of accession talks with Ukraine at the summit in mid-December. „We are dealing with a completely premature proposal“, said Orbán’s chief of staff, Gergely Gulyas, on Thursday.
