The Commission believes that there are too many unnecessary qualification checks in the construction industry in particular.

The EU Commission has criticized Germany for checking many of the qualifications of EU migrant workers, even though this is unnecessary. Infringement proceedings have now been opened. In addition to Germany, several other countries are also affected.

The EU Commission has initiated infringement proceedings against 22 member states – including Germany. The Commission believes the states are hindering the free movement of workers. It refers to the provisions of the Directive on the recognition of professional qualifications (Directive 2005/36/EC).
