Air passenger rights: EU Council agrees on compensation only after four-hour delay.

Until now, passengers in the EU were entitled to compensation after a flight delay of three hours – provided the airline could not cite extraordinary circumstances.

Nearly twelve years after the European Commission first proposed changes, EU transport ministers reached an agreement on updated passenger rights in Luxembourg on Thursday. A proposal by the Polish EU Council Presidency to raise the compensation threshold to four hours won majority support. The main issue during the discussions was whether the current three-hour delay threshold should be raised.
